brésilien Lula da Silva et son homologue
paraguayen Fernando Lugo ont annoncé samedi 25
juillet la conclusion d’une Déclaration
qualifiée
d’« historique » sur
l’exploitation du barrage hydroélectrique
d’Itaipu. Forte de 31 points qui recouvrent
divers aspects des relations commerciales,
énergétiques, migratoires et de
l’intégration régionale, et avec des
avancées concernant la libre disponibilité et le
prix de l’énergie paraguayenne cédée au
Brésil, cette Déclaration cache cependant mal la
volonté hégémonique du géant brésilien. Si
d’aucuns y voient la pleine satisfaction des
revendications paraguayennes et une avancée
majeure vers la récupération du contrôle de ses
ressources naturelles, la Déclaration
s’apparente davantage à une
« feuille de route » mue par
les visées impérialistes du Brésil et visant à
calmer les velléités du gouvernement paraguayen
de sortir du giron brésilien.</p></span>
